Mr. Percival Noronha
 
The 1993 award was conferred on Mr. Percival Noronha
in recognition of "his commitment to Goa's Cultural Heritage,
and for his exemplary conscientiousness in projecting the same".
 
 Mr. Noronha is the founder-member of the Indian Heritage Society (Goa Chapter), and the founder of the Association of Friends of Astronomy (AFA) Goa. As a Gazetted Officer (Grade I), Mr. Noronha held numerous positions in the Goa Government, and retired as Chief Protocol Officer in 1981. Both in his capacity as a Government official and a private citizen, Mr. Noronha has been instrumental in organizing numerous cultural events and shows, and is currently involved in documenting Goa's endangered architectural homes and artifacts.
